Plot Synopsis

A soldier in Afghanistan puts sand in a letter and gives it to his friend to mail. The letter never reaches the intended recipient, a young girl named Phoebe who still waits with a yellow ribbon tied around her tree two years later. Phoebe's letter ends up in the hands of Postal Inspectors Oliver, Shane, Rita, and Norman. They begin to investigate and the burnt letter is a challenge, but the sand that falls out is the first clue. Though they find the letter's intended recipient, the team discovers that, in this case, finding the letter's sender is just as important in unlocking its true mystery. During the investigation, Oliver goes on a personal journey of his own when his estranged father comes back into his life with shocking family news.
