Plot Synopsis

A stalwart African-American cop suspects that a highly-organized white supremacist group called ''The Phantoms'' exists in his own police precinct. When he contacts the FBI the thugs in blue soon mark him for death. Without hard evidence he runs up against a bureaucratic maze that forces him to set up the leader of the sinister fraternity to take desperate and deadly action to persevere the secret society.
